Enchilada Casserole

Brown beef and onion.
Drain grease.
Add flour and chili powder, stirring while adding.
Add enchilada sauce and water. Simmer 1/2 hour.
Fry tortillas and dip in sauce.
Layer torts, cheese and sauce in 9 x 13-inch pan.
Begin sauce; end cheese. Bake at 350Β° for 1/2 hour.
