Dissolve jello in boiling water. Add vinegar. Combine Miracle Whip, salt and pepper. Gradually add jello mixture.
Chill until partially set. Combine cabbage, carrot, cheese and celery seed. Fold into jello.
Pour into 1-quart bowl or mold. Chill until set.
