In a large bowl, mix flour and sugar; set aside.
In a saucepan, melt and bring to a boil the margarine, cocoa and water. Add milk, vinegar, soda, vanilla and eggs.
Mix well and pour over sugar and flour.
Mix this with a spoon.
Pour into a well-greased and floured 11 x 7-inch pan. Bake at 450Β° for 15 to 20 minutes. Check with a toothpick.
