Saute onion in oil 2 minutes.
Add beef; cook until browned, breaking up.
Add tomato sauce, chili powder, salt and pepper. Cover; simmer 30 minutes.
Uncover for the last 5 minutes of cooking.
Serve on hot dogs with mustard and chopped onions.
This can be frozen.
