Boil rotini and add 1/2 tsp salt.
Brown ground beef, drain.
Add spaghetti sauce, pepper and sugar.
In oblong casserole dish, layer 1/2 sauce, rotini, remaining 1/2 sauce, cover with remaining cheese.
Bake 15-20 min. at 350Β°.
