Sift flour, sugar and spices together.
Cut in butter until mixture resembles cornmeal.
Reserve 1/2 cup of dry mixture. Combine milk and soda.
Add to remaining crumb mixture.

Spread batter in greased and floured 13 x 9 x 2-inch pan.
Sprinkle reserved crumb mixture evenly over top. Bake at 350Β° for 1 hour or until done.
