Trim fat from beef; cut into 1/2 x 1/8 x 2-inch strips. Drain tomatoes; reserve liquid.
Combine tomato liquid, soy sauce, ginger, cornstarch and sugar; mix well.
Stir-fry beef in hot oil in a large skillet or wok over high heat; remove meat.
Add green pepper and onion to skillet; stir-fry 1 to 2 minutes.
Add beef, stewed tomatoes tomato mixture to skillet.
Stir. Cover.
Cook 3 to 4 minutes.
