Bring water to a boil; add raisins and return to a boil. Cover.
Reduce heat and simmer, stirring occasionally.
Drain, reserving liquid; add water to measure 1/2 cup if necessary. Dissolve soda in liquid.
Combine next 4 ingredients; stir in raisins and make a well in center of mixture.
Add liquid mixture to dry ingredients, stirring just until moistened.
Spoon batter into greased muffin pans, filling 2/3 full.
Bake at 350Β° for 20 minutes.
Yield: about 1 dozen.
