Heat oil in Dutch oven.
Add meat and brown well. Add onions and saute.
Return meat to Dutch oven; add pepper strips, tomatoes, tomato sauce, celery, bay leaves, salt, thyme and pepper.

Cover and bake at 350Β° about two hours or until tender, basting occasionally with sauce.
