Sweet and Sour Cabbage Slaw

Mix together vinegar and sugar.
Heat until sugar dissolves; set aside to cool.
Shred together in food processor the cabbage, onion and green pepper.
Add celery seed, mustard seed and salt to cabbage mixture and add black pepper to taste.
When vinegar mixture is cooled, pour over cabbage mixture and mix well.
Chill in a closed container.
